On July 28, 2026, the Federal Communications Commission added foreign-produced power inverters to its Covered List, the designation it reserves for communications equipment the federal government treats as an unacceptable national security risk. Headlines ran with the story as a flat-out ban on foreign solar inverters, which points in the right direction while skipping the details homeowners care about. The reality is narrower, since the FCC isn't ordering anyone to rip out existing equipment, hasn't barred homeowners from running systems already installed and still allows previously authorized inverter models to be sold, imported and used under the current guidance.

How Solar Inverters Ended Up on the FCC Covered List
A solar panel produces direct-current electricity, and an inverter turns that into the alternating current a home, business or grid runs on. Today's models do far more than flip DC to AC, since many connect to the internet so homeowners, installers and manufacturers can watch performance, catch problems and push software updates. That connectivity makes a system easier to manage while opening the same door to hackers, foreign governments and other bad actors, which is the door the FCC decided to shut.
New foreign-made inverter models would lose the equipment authorization that electronic products normally need before they can be imported, marketed or sold here. The rule covers microinverters, string inverters, central inverters and hybrid battery inverters. What matters is where an inverter gets built and how much of it comes from U.S. sources, not where the company is headquartered, so an American brand that builds overseas could land on the list while a foreign-owned firm that manufactures at a qualifying U.S. plant could clear it. To count as domestic, an inverter has to be made in the United States and meet federal thresholds for the value of its U.S.-produced parts.
A Conditional Approval path exists alongside the ban. The Department of Homeland Security can decide that a specific foreign-produced inverter, or a whole class of them, doesn't carry the risks the government flagged. Manufacturers chasing that approval have to hand over deep documentation covering ownership, manufacturing locations, components, software, supply chains and their plans to expand U.S. production.
Existing Solar Systems Are Not Being Banned
If you already own a solar system, here's the good news. This ruling only hits new foreign-made inverter models that hadn't earned FCC approval before July 28, 2026, and it leaves every foreign-made inverter that was already approved completely untouched. Anything cleared before that date can still be imported, sold and installed, and systems already on your roof don't need to come down or get swapped out.
The FCC also added a waiver that lets already-approved inverters keep getting software and firmware updates through at least January 1, 2029. Those updates cover security patches, bug fixes and the small changes that keep your equipment talking to current monitoring apps and operating systems.
You'll probably hear more about FCC IDs in the coming months, since a model's authorization is what settles its clearance. A signed contract or an inverter sitting in a warehouse doesn't prove the equipment was approved, so the FCC authorization on the specific model is the detail worth checking.
Why the Government Is Worried About Connected Inverters
One home inverter handles a small amount of electricity on its own. Connect thousands or millions of them remotely and together they become a working part of a much larger energy network, and that scale is what caught the government's attention. The national security ruling warned that remote access could let foreign companies or hackers shut inverters off, collect data, run surveillance or disrupt critical infrastructure, and it treated the combination of an overseas supply chain and remotely managed hardware as both a cybersecurity and an economic risk.
This concern didn't start with the July 2026 decision. Reuters reported in 2025 that U.S. investigators had found undocumented communications equipment, including cellular radios, inside some Chinese-produced solar inverters and batteries, hardware that could quietly open channels around normal security controls according to people familiar with the inspections. The Department of Energy said buyers need to fully understand what's built into the equipment they're getting. Mike Rogers, a former National Security Agency director, told Reuters that China sees value in holding parts of core Western infrastructure at risk of disruption.
What the New Rules Could Improve
The clearest win is tighter control over the equipment plugged into the American grid. Demanding more supply-chain documentation makes it harder to bury undocumented communications components, insecure software or sketchy parts, and it nudges manufacturers toward separating real monitoring functions from remote controls nobody needs. The rules also give domestic production a push, since any manufacturer that wants to launch new models here now has a firm reason to build or expand on American soil.
That shift was already moving before the FCC weighed in. Enphase started shipping IQ8 microinverters from U.S. contract manufacturing plants in South Carolina and Texas back in 2023, and by May 2025 it reported more than 6.5 million IQ microinverters shipped from American facilities. When the company confirmed that designated U.S.-produced IQ8 models met Build America, Buy America requirements, executive Ken Fong tied the milestone to American jobs and domestic clean-energy manufacturing. Building at home also shortens supply lines, makes replacement units easier to find and cuts the industry's reliance on any single country for a critical part.
The Costs and Disruptions Ahead
A policy with this reach comes with complications. No manufacturer redesigns a major inverter overnight, and standing up new production means equipment, trained workers, component suppliers, testing and quality-control systems all coming together at once. Companies going after Conditional Approval walk into a detailed government review with no promise of a quick yes. Fewer manufacturers in the mix can thin out competition and push equipment prices up over time, and installers could end up with fewer choices for unusual commercial jobs, large battery systems or utility-scale projects.
Residential solar sits in a stronger spot than the rest of the market. Wood Mackenzie analyst Joe Shangraw told Canary Media that the residential inverter market is in good shape, with Enphase, SolarEdge and Tesla covering roughly 80 percent of U.S. residential demand, while utility, commercial and industrial work leans much harder on Chinese-produced equipment. Grandfathering the already-approved products buys the industry room to breathe without settling every long-term question.
Shangraw pointed out that today's approved products will eventually age into obsolescence, and as new electrical codes, cybersecurity rules and grid standards arrive, manufacturers will have to bring out updated hardware that either meets the FCC's domestic-production rules or wins Conditional Approval. The near-term hit stays limited for most homeowners, and the bigger changes play out over the next several product cycles.

The inverter is one of the hardest-working parts of any solar system. It shapes how much energy you produce, how you monitor it and how easily batteries connect down the road. It also affects how simple it is to expand later and how much power you lose if one component fails. This new federal policy adds supply-chain security to that already long list.
